[Gameplay] Hecarim E hits through knockback

As Vayne, when Hecarim, is charging with his e, vayne's condemn doesn't stop the damage from the charge, even if it is queued.

Example: Hecarim starts casting e. Vayne queue's condemn so it will hit as soon as Hecarim is in range. Even with perfect casting, Hecarim's E damage hits vayne, even though Hecarim never gets close to Vayne

Condemning champions away works on champions like Fizz (with his q), nidalee (with her pounce) lee sin (with his q), yasuo (with his dash), etc. The general rule of thumb has been you take damage from a dash attack if the attack connects with you, not if the attack has been cast on you.
