Was the Jinx SFX change intentional?

After playing it on PBE and hearing the Sound Effects on the attacks of Firecracker Jinx, I was anxious to buy it on the live server!

However, when I played my first game with the skin, I noticed the SFX on the attacks were the regular SFX for the other skins. Was the change intentional?
