Bots in normal games

I just reinstalled this game after a hiatus, and now every normal game in 5s or 3s has some kind of bot, who just run down lane and suicide over and over. How does matchmaking not weed these out of the pool of normal players, just by the distribution curve? Or is my normal MMR just gone because I haven't played for a while? This seems like it should be an easy fix RITO, and it's pure cancer, running off old players who have given you and planned on givving you lots of money. This is utter BS, and there is no excuse.

P.S. I know this is old news, just telling you guys I am P/Od and I am a paying customer.
