Sheen Passive not activating after an ability was used

I was just playing as Evelynn and bought a Sheen. Not once throughout the game did the Sheen passive work. I never saw an increase in damage after an ability and i never saw the icon show any sort of cool down. Even once i upgraded the item to Trinity, the passive never worked.
