a matchmaking bug?

Here is the thing, I joined a game on normal, and people keep dodging the queue which is annoying, and then all the sudden this pops out(which I have NOT once dodging any queue during match making)

I meant why do we get punished when someone else dodging the queue? what's up with that Riot?

I meant I wasn't even joining the queue with friends, I solo normal games without dodging and this happened? Why do players get punished for following the rules and others keep on dodging the queues! Something is definitely wrong with the system!
