Kog'Maw Death not Proc'ing Lissandra Passive

Just played ARAM on HA as Lissandra . Every time I killed Kog'Maw or was next to him when he died. Kog's passive went off, but no Ice Thrall from Lissandra's passive. Does Kog's passive over-rule Lissandra's? Was it built to do that?

It's like Sion's passive. Liss has to be in range when the passive form dies, not when the live form dies. Kog will explode and the ice zombie will appear.

It's a bug, I just went into a private match as Lissandra, killed a Kog and kept close after he died. When his passive wore off he did not turn into a thrall.

By the way I doubt its her passive aoe range, that thing is massive.
