Can't change runes in ranked flex?

I am in a 3 man premade and 2 times we've had to dodge because I couldn't do anything with my runes. It gives me the error code like I'm on a new account. See photos below.

I don't know how to recreate it other than I just got into a 3 man premade (ranked Flex) and it happened twice in a row.
