Shen Ult does not make sound on the target he's ulting anymore

Reproduction:

1. Have someone else pick Shen. (It's easier to see the bug when you're not Shen himself)
2. Have that Shen use his ult on someone far away (not close enough to Shen that you can hear sound effects coming from him)
3. Notice that there is no sound cue for when he's ulting on his target far away.

I think the sound still plays around Shen himself, but it no longer happens on his target, like it used to.
