MS is fine, FPS constant 120, yet this crappy game still freezes.

I have a pretty powerful PC, I also run league at constant 120 FPS and my MS is staying on constant 30 but since the most recent patch, League has been running on like 118 - 119 FPS and dropping all the way to 84fps The freezes are really disgusting, sometimes when I'm walking towards someone to use an abillity, the game freezes and I just end up walking under the tower. Seriously, what's up with that. I've also made sure I that I don't lag. It's a League exclusive thing. No problems on literally any other game. I recently made the jump from EUNE to EUW but I've played a lot of normal games on EUW, no freezes, no sudden fps drops. but since patch 8.14 it's been like that and I've tried everything.

The freezes also tend to occur more when I'm in fights, or something more is going on. When I'm simply walking out of base alone, I don't get the fps drops. One thing I'm gonna note as well is that, my ms doesn't buckle one bit even tho it constantly freezes.
