Zyra plants ignore enemies at least a while and/or shoot very late after

How often: constantly [not every q plants, but sadly often enough]
It happens nearly every match now. Not all q plants but some don´t shoot or shoot after a delay between 1 to 3 seconds [even 1 or more champs are in range; as they have to "think over" if they want to shoot or not]. I saw this after this patch or the patch before.
Sometimes I see something and think "I am wrong perhaps". So I waited and played her further on. It doesn´t change, happens constantly in every map imho and more or less in every match.
If it makes a difference: I have 1,6million mastery on Zyra.
