Singed Bug or Not

I've just played a game in ARAM with Singed. The thing I have in question is his slow (W). I used it on the enemy, but didn't get the assist. Do cc not grant assist or is it just damage? Anyways I'm placing this here, because I've searched and haven't seen it mentioned.
