[Client] Champion Loading Screen

After champion select, in the loading screen Champion Portrait is blacked out, borders are black and only i can see is summoner name, spells and percent loaded. It has been like this for 4 patches now I would Like a solution to this problem as it's been so long and others have reported it only to be ignored. This is very upsetting not really knowing who i'm facing, at this point i don't even care about the borders i just want to see what i'm facing before getting in-game.

edit: Reinstalling the entire game did not fix the issue
