Black Boarders and blacked out champion portrait

So basically Every game after the season ended my loading screen has been like this for all custom/ norm/ draft/ and team builder games on summoner's rift. (I haven't tested on other maps as i don't play aram and such). I was wondering if anyone else was experiencing this and or if anyone knows how i can fix this. I can go into the game just fine after everyone loads to 100% but everything from borders and actual champion splash is black aside from what's seen in the photo.
