Cant connect to a game of league, And when i do, its uncontrollably laggy

I cant connect to a game a pvp draft league of legends, I've been trying to fix this problem all day and i've only connected to one custom game, I could not even play the game because of the uncontrollable lag I was experiencing, Its not my computer or my internet connection, I've unistalled the league client and I have trouble shooted the client, I've restarted my PC and my router, if anyone knows how to fix this problem I have recently been faced with, please give me suggestions, I'm getting very irritated with this problem.
