[Gameplay] Xerath Q causes game to freeze

Anytime I used arcanopulse in this game there was a 75% chance it would cause the game to freeze for a moment, I checked with my friends and they found that they experienced the same freeze if they were in the same general area. This happened regardless of my items, cooldowns or position on the map.
