Program Soraka Mastery Emblem in Game text bug (Gameplay)

If you look under my summoner spells in the screenshot, you can see text. That is the text that pops up when you don't have any mastery (5, 6, 7) to display. Here is an image of the regular soraka text: http://prnt.sc/bx30fi

Hey Heave,

This text is meant to be there if you haven't obtained mastery on a champion. I'm not sure I understand your bug report. Is this something that isn't displaying if you don't have mastery, or something that is displaying even if you have mastery?
