Garen's classic skin has lost all reflective effects and metallic material. This bug does not include his chromas. I play League with maximum character graphics and it has no effect on this visual bug.

You can obviously see the metal, gold and blue gems have a gloss shine to them.
Boreas IX1 votesThe base skin is already horrendously dull. If the model's silhouette making Garen seem like a stupid Gorilla rather than a paragon fitting of the title "Might of Demacia", the colors take away the radiance he used to have pre-2013. Honestly the Lux themed noble chroma gives him that back and it's upsetting to see that it's just normal for people to not have the seen to his base skin.
