Hi I have been noticing this weird thing and been paying attention to this bug for a while now. When I use support champs and buy the Spellthief item, sometimes I hit them with a spell and not getting the bounty money from it. Last night I played Karma support and if you look at my match history replay, at around 0:55 time I hit Jarvan with a spell and didn't get compensated from Spellthief's. Can you verify if this is a bug?
Was a team mate near you? Cuz after they changed it you need a teammate near you in order to proc it
To further go on what cap said, did you have the gold generation disabled from killing a minion?
Don't you just love when you catch someone trying to invade and get nothing for it because you were the only one who bothered to go ward the invasion paths?
On the item it specifies that you must have an ally nearby you in order to get gold. So even if you are hitting foes, if your allies aren't around you [being lazy or just not backing you up] you receive nothing. This was to deter supports that could hit people from long distances from harrassing junglers and possibly taking their buffs.
Also teemo was running it top lane for a while... so it was also a nerf to him. So was the cooldown between killing minions.
