[Gameplay] Aatrox either hasn't received his buffs properly or tool-tip is bugged.

As we know Aatrox received some buffs in 7.24b, however when in game if you go over the tool-tip for both his Q and his E it still shows the previous stats. This is weird because his base damage also got buffed from 68 to 70 and in game this shows as normal. Yet when i went into both live games and practice tool his stats for all ranks of these two abilities is still from the previous patch. For example Q should be 20/50/80/110/140 but at least in the tool-tip it says it is still 10/35/60/95/120. This happens with all the skins including the base skin and 100% of the time in my experience.

To recreate this it is simplest to go into a practice tool match/custom but it does work in live games:

1. Select Aatrox
2. Go into game
3. Look at base stats for ad damage to see it at 70 (received buffs)
4. Hover Q to see it at 10 (in practice tool you can level him up to confirm all ranks are compromised)
5. Hover E to see it at 75 (in practice tool you can level him up to confirm all ranks are compromised)

This happens 100% of the time and I am unsure to be clear if it is simply a tool-tip bug or an actual in game bug where he didn't get his buffs.
