"Press the attack" not working on Blitzcrank

my friend took press the attack on blitz and it never proc'd in the entire 30 minute game. He was ad and no he wasn't that horrible.

I don't know if the E is knocking out the stacks and disabling them or what, but he most definitely was AAing people down with or without the E
