I am not on PBE and it shows this is available in skin select, but it isn't.

thats because they are in the client, just not available yet. remember the Arcade skins just came out and just finished their sale. we will probably see them release some time later this week!

Intended behavior. Content gets pushed in the patches, but isn't enabled until Riot flips the switch. Sometimes it is because it needs to be flipped "available" along with an outstanding bug-fix that didn't make it in for the skin.
