i noticed that when i shielded people with galio it did not use the passive of the item, is this intended? is Galios shield not consider a real shield? also if someone can explain to me the first portion of the passive i will appreciated.

It's considered a buff, not a shield.

By shields it means health shields. All Galileo does is make someone tanky.
