Just looked into this and its a good news/bad news situation. The bad news is yep, that's definitely happening, sorry about that. That probably is costing an already weak champion a noticeable amount of power.
The good news is that someone fixed this last week just in time for the cutoff for submissions for patch 6.10. That fix should be going out early next week as a result (assuming no patch delays).
I just went into a custom to recheck things. Luden's also won't proc from it. Yay.
