Mastery Banners (Under Champ Icons)

Hi All! thought I might post this here since it is a bug. Usually the small banners under your champions icon would show if you got a kill or took an objective. IE: Mastery 5,6,7 would show up underneath. but lately it hasn't been showing up in my norms games. Im wondering if its a known bug and there is a fix or if it's something that I disabled. It shows up in custom games fine, but not norms.

Hopefully its a bug and theres not something with my game though! I have repaired the client a few times just to make sure~
