Problem with worlds loot

So I bought something from the worlds loot with the tokens, ( the ward skin) and I never got it, is it because I didn't buy the worlds pass or is there a time limit like after the event is over you'll get it or are other people having issues with the loot? Or did I just buy the ability to purchase it? like wtf?
