New UI flashes in gameplays. I have two AMD video cards and score over 10000 points in 3DMARK

The new UI flashes and sometimes became mosiac in game. I reinstalled 3 times and it still appears. I tried to repair the game and it still doesn't work. I couldnt see my item slots sometimes in the game and when I tab out and come back into the game everything is fixed. After a while, it will appear again. This never happened in any other games I played and my PC plays the Witcher 3 highest quality smoothly. I'm running windows 10 with AMD CPU and GPU. Has anyone else experienced this?
