[Gameplay] Particles and Lagging issues

Me and My friend playing League was struck with some effects issues. From my point of view - I have a some instants quick freezes (when whole game lagging for 0,2 sec) every time I move camera and look at other champions doing stuff with their abilities. Sometimes even my abilities causes lagging and lag spikes. My friend has freezes when he see particles of abilities on some champions (like leona). making lower video (quality) settings doesn't help much. Not to mention that game start look like crap
