Changes during champ select not going through

So am I the only one been seeing it? Where people say they tried to change their runes, or masteries, or summoner spells during champ select and it would refuse to go through?

I just had a game where a guy wanted me to trade him so he wouldn't get countered, but when I sent the invite he didn't accept. He told me he tried, but it wouldn't go through.

Now I am aware he may have been trolling me, but he was really nice. So if he was trying to troll me, he was very bad at it.

I ended up having to try jungle Ezreal. Needless to say, I lost. :( But I would like to know if anyone else has been experiencing stuff like that?
