Fix fiora q bug

Fiora q prioritizes a killable minion instead of a champ atm. It should prioritize a champion all the time. And It did well in season 7. Guess this is a newly introduced bug that came a few months ago . It seems like that she got this bug since her e crits buff in recent patch.
