Lagging for recent patches

Nothing wrong with the internet, but purely during the first 1.5 minutes before minion waves clash, frequent stuttering happens, I teleport all over. Asked a few people in /allchat and some of them have the same problem. GPU drivers all up to date. The stuttering and teleporting goes away when minion waves clash as stated, although, it does happen further into the game but only a handful of times.
