6.6 Quick Ping Tool Stuck to Edge of Screen Bug

I had this bug where when using the quick ping tool (I have Mouse 3 the scroll wheel pressed down to activate) causes the cursor to be stuck to the edges of the screen instead of following the mouse cursor. This bug was in 6.3 and 6.4 and then went away and now it's back. I record this and uploaded to YouTube for reference. You'll see I am able to temporarily fix this for about 10-15 seconds before the bug returns.
