Is sett allowed to cast his E while under warwick R?
We were gonna lose this game anyway but I suppressed Sett and he E'd out of it. I know Sett's E is fairly instant so is this a bug?

It looks like he started E just before you hit.
Since his E is not a channel, you CCing him wouldn't interrupt the cast. His E completes, and cancels your R since your R is a channel.
At high enough ping, it could certainly look like he cast E after your R hit (Even slowing it down to 1/4 speed it's incredibly close to hitting at the exact same time), but that doesn't appear to be the case in actuality.
