Can't Que or Pick/Ban A Champ

Is anyone else having trouble trying to que for matches?? I can barely start a game or ban/pick a champion without it not loading. I am kicked out of the lobby or it says I declined the match. Then I get a penalty for about 30mins when it wasn't even my fault! It has been doing this for about a week... Really hope it gets fixed. Unable to really play at all.
