[Gameplay] Melee version of Noxian Diplomacy does not reset Talon's autoattack timer.

The melee version of Noxian Diplomacy is supposed to reset Talon's autoattack timer. This happens only if you press the button once. With Quick Cast if you press the button twice, or more, Talon's autoattack timer is not reset and he actually stops attacking for a few seconds unless you input another autoattack command.

1. Autoattack.
2. Quick Cast Noxian Diplomacy twice or more.
3. Don't input any other command after.

If you are not autoattacking the target, Talon never begins autoattacking after Noxian Diplomacy (if you press it more than once.) If you press it only once, he properly acquires the target and autoattacks like normal.

1. Be in melee range.
2. Quick Cast Noxian Diplomacy twice or more.
3. Watch Talon stand there doing nothing after Noxian Diplomacy hits!

I tested on base skin and Crimson Elite in the practice tool and custom games multiple times. I feel that this is quite a bug for Talon, because he is sometimes reliant on that autoattack to proc his passive. Please buff talon by fixing bug.
