[GAMEPLAY] Wooglet's witchcap not giving bonus AP (Twisted Treeline Hexakill)

While playing Hexakill i noticed Wooglet's Witchcap gives 0 bonus AP, at least in the tool-tip. After calculating the AP from items it does seem Wooglet's is off. I have been playing Hexakill on Twisted Treeline and after checking in "All-Chat" the majority of people using it have 0 bonus AP, one person had 53 bonus AP listed in tool-tip which was off (he was an 857AP Veigar).
