Trying to gift a skin to someone, but for some reason it won't let me send it to them, it won't even let me select to gift them from my friends list.

try to refresh your client it might work

Not sure if you know this, but if they haven't been your friend for 2 weeks or more, you can't gift them.

If that's not the problem, then yeah, you've got a bug.
