If its not a bug ,, then what do i do , how do i fix it .

Soo i wanna gift one dud a skin , but when i try to find him it wont show up .

Yes he is in my friends list , and he is over lvl one . xD

and yes i did refresh my client .

I think you have to be friends for some time? Maybe that? Otherwise try contacting support.
