Gifting RP is having processing issues

When I try to gift RP to my friends (who are level 30) I cannot pick my debit card which I have saved previously on past purchases. (Saving the card information I put in does nothing towards saving the information for future purchases) Not only that, but when I click on purchase, the client claims that the transaction cannot be completed because my friend is currently a level 1 summoner. That, or it states that I have gone over my gifting limit for the day even though the gift I am sending is normally my first gift of the day. It usually sends the RP gift, but the error message I receive is very unsettling for my financial transaction history. If you could look into what may be causing this, I would appreciate it.
