Spectator shows black screen prior to patch 4.21

ever since patch 4.21 the spectator doesnt work. it goes to a black screen and gets stuck on the black screen. i hear a message pop up behind it but i cant see it. i also cannot close the broken spectator because the task manager wont move in front of the black screen, so i am forced to hit the power button on my computer and restart. any advice that could possibly fix this? ty.
