Recently played a game in which despite having 41% cdr, the cdr wasn't taken into account for her ult cooldown. The screen showed that the ult should have an 85.5sec cooldown, however I was experiencing cooldowns in excess of 130 seconds.
If you use it just before you level it, it keeps the rank 1 CD doesn't it?
I've tried reproducing this bug on the Practice Tool, but it haves 85.55 secs CD with 41% CDR.
There must be some other conditions for this to happen - I tried with the same combination of items, but we have different runes and I bought another item to get 41% CDR.
You should have access to a replay that you can use to see what the circumstances are and what has caused this.
