No Masteries, No Spells

If you look at the screenshot provided, you will see that i can't change my masteries nor my summoner spells because I am "not a high enough level" yet somehow i have smite equipped along with flash. I ended up playing the game without being able to change my masteries to what i wanted or changing my spells.
