I was playing last night (this morning, whatever) and ulted me and executed me from 900 health while my max health was about 2200, about 40% health. That seems like something is wrong.

maybe you were in ult when he caught you, and when he was grabbing you, you healed back a bit off of it to get you to 900 HP. once you're in the chains it doesnt matter how much hp you have.
