Kai'sa Runes Bug (?)

Hello everybody,

I noticed not too long ago that stats gained from Runes (the attackspeed and the ad from the rune page and Legend:Alacrity) don't get added to the stats for the passive and wanted confirmation on this being intended and not a bug, because I figured it must be intended if it didn't get fixed in 8.6.

I quickly glanced over the EU and NA Boards if this question got answered, but didn't find anything, so I'm sorry if this question got answered already.
