Stuck in loading screen after champ select

I'd like to report this problem. I got this problem twice one time on pbe and the second time on the live server and today got a friend who didn't join us in the game cause he got stuck in loading screen and also got leaver buster punishment because of that. Anyone els got the same problem ??
