Low Priority Queue & Boots

A friend of mine left a game a week ago when he wasn't present, however, the low priority queue persisted when he logged back in. We waited for the 20 minute queue, though what struck me was the fact, we had to wait again due to the LPQ. I am fairly certain it should be absent for one matchmode rather than persisting in more than three games. If this is the case, I would appreciate it if the matter had a shed of light.
