Anyone else just have extreme packet loss?

This is the first time I've ever experienced so much packet loss.

I was in a ranked game and all of a sudden halfway through I was stuck in one spot, but I could still type and see everything happen. My messages went through explaining that I couldn't move (that didn't stop my teammates from going in but that's not the point).

Its really ironic because I just used the new ISP testing thing on the website saying that I had below .5% packet loss on average.
