Possible bug Statikk Shiv + Twisted Fate W

When Statikk Shiv gets 100 charges and you attack an enemy with any W card, stattik charges goes to zero and the passive doesn't has any effect. It seems like Twisted Fate's W negates Statikk passive or something. Statikk works fine when I use a normal autoattack, without W.

Is this a bug, or it's intentional?
