I was just in a match and Yuumi attached herself to jayce while he used teleport to go where he went. so basically the other team was able to teleport two champions when one didn't have one. that is teleporting for free.

That's very much so not a bug
She is still 38% win rate anyway with such 'free things'. Evidently having barely any CC, very gated ultimate CC, no real damage, no real healing, some of the lowest base stats in the game, doesn't make a great champ.
