Lobby froze and I got dodge timer

I queued up with new Normal Draft mode, and the screen froze at "Summoner 5 is banning". Countdown reached zero, after a champion was already picked for ban, and lobby chat was still functional.

My team was telling me to lock in but I was still stuck at the previous screen. After a minute or two, the lobby kicked me out and gave me a dodge timer. I had no connection issues on my end (internet browser was working fine), although I keep getting messages saying I've been disconnected from PVP.net.
