[CLIENT] Game Client Doesn't Properly Launch

The launcher works fine, but once champion select concludes my game client never appears on the screen. I just get an iconless square on my taskbar under LOL's name. The client is supposed to be running but it's like it cant be accessed, and isn't ever even putting me in loading screen. Clicking the empty square off my taskbar has no apparent effect. If I try to close or task-kill the game it pops up the "--isnt responding" windows error. This problem suddenly appeared a year back when I stopped playing because of it, and I tested thoroughly to try and resolve it using custom matches, simply being unable to start the actual game client, just getting a "reconnect" button (once I've task-killed the unusable game client process) that acts like I'm part of the game. Please help!

PS: Already tried every single documented troubleshoot/fix I could find, regardless if it was from the past several years online, and nothing works. IOW, the hextech repair tool, etc is no good, please do not recommend this to me unless there is some proper method to send a bug report on this issue. I have posted here as a last resort after many hours of trying to resolve this issue myself, not immediately after having this issue. This is my second bug report, please respond to this issue.
